On 9 October 2026, the Finnish Immigration Service (Maahanmuuttovirasto, Migri) said where citizenship tests (kansalaisuuskoe) will be held. The tests start in spring 2027. The schedule of the first test dates and the study material will be published by the turn of the year at the latest.
Where can I take the test?
According to Migri, test sessions will be held at seven locations:
- the Helsinki region (pääkaupunkiseutu)
- Tampere
- Turku
- Oulu
- Vaasa
- Kuopio
- Rovaniemi.
Migri is responsible for administering the test and for the practical arrangements. These include the test sessions and supervising them.
What will be published at the turn of the year?
Migri will publish the schedules of the first test dates by the turn of the year at the latest. At the same time, it will publish
- the study material for the test
- web pages with instructions, for example on registering for the test and on what to do in the test session.
The self-study material will be published on Migri’s website. Read more in the news item study material published at the turn of the year.
Who writes the test?
The University of Helsinki (Helsingin yliopisto) was chosen to write the test through Migri’s tender. The university is preparing the study material and the test content. A working group of several experts does the work.
The test is a multiple-choice test. According to Migri, the questions cover for example key Finnish legislation, fundamental and human rights, equality (yhdenvertaisuus), gender equality (sukupuolten tasa-arvo) and Finnish history and culture. Under the law, the test is taken in Finnish or Swedish and electronically, unless there is an obstacle to that.
Who does the test concern?
The Nationality Act (kansalaisuuslaki) changes on 1 January 2027. The new requirement applies to applicants aged 18–64 who submit their application on or after 1 March 2027. Applicants must show sufficient knowledge of Finnish society.
You can show this knowledge with the citizenship test. Another way is a Finnish- or Swedish-language matriculation examination or higher education degree completed in Finland. Read more in the guide Finnish citizenship test.
What was not announced?
Migri did not announce the price of the test, the number of questions, the test time or the pass mark. The law says a fee will be charged, but the amount has not been published. We do not guess these numbers. We will update the information when Migri publishes it.
Why are waiting times long?
According to Migri, the number of citizenship applications grew clearly until 2024. Many people applied before earlier changes to the law entered into force. In 2023–2025, Migri received about 46,600 citizenship applications. This is why many applicants have to wait longer for a decision.
